What is the Utility Box Art Program?

Anne Arundel County and the Maryland Department of Transportation/State Highway Administration own hundreds of utility boxes (also called traffic signal cabinets) at signalized intersections throughout the County. These utilitarian objects are often targets of vandalism and graffiti and can become unsightly, but can alternatively provide an ideal canvas for small works of public art.

The Arts Council of Anne Arundel County (ACAAC) is dedicated to bringing art into our communities, in 2025 launched a Utility Box Art Program to cover these boxes with vinyl wraps featuring artwork by local artists. Over the next five years, ACAAC is committed to building a sustainable program that will provide extra income for local artists while transforming these commonplace structures into beautiful works of public art that will spark conversation, enhance communal spaces, and foster community pride.

What is an “Art Wrap?”

The Arts Council of Anne Arundel County contracts with a fabricator to transfer original artwork by a local artist to a vinyl wrap that is installed on the utility box. They are comprised of a weather-resistant polyester film with a clear gloss that has an anti-graffiti overlaminate. Once a design has been selected, vinyl wraps take 4 to 8 weeks to install.

How does my community get a box wrap?

Artists must be over the age of 18 and be residents of Anne Arundel County. Artists may have up to six artworks in the database at one time. Artwork can be created specifically for the program, or existing work that has been resized to fit within the template. When a wrap is installed, the artist is paid a stipend of $500.

The fee to sponsor a utility/traffic box art wrap is $2500. Individuals, businesses, homeowner associations, community groups, and other organizations can all apply for a box. There is some funding available in specific parts of Anne Arundel County that can cover all or part of the cost.
